Tacoma Area Commission on Disabilities Committee Meeting Minutes TACID – 6315 South 19th Street, Tacoma, WA 98407 August 11, 2016 4:00 PM Call to Order The meeting was called to order at 4:02 p.m. Commissioners Present Luke Byram, Sheryl Ellis, JoAnn Fritsche, Todd Holloway, Devin Myers, Roxanne Miles, Gerrit Nyland, Gary Peterson Commissioners Absent Michael Maratas, Krystal Monteros City Staff Present Joy St. Germain, Sandy Davis, Donlisa Scott, David Nash-Mendez, Anita Gallagher, Tory Green Guests Present Greta Jiggetts, Member of the National Association of Black Veterans Adoption of Agenda The agenda was accepted as presented. Acceptance of Minutes A motion was made, seconded, and carried to accept the COD meeting minutes of July 14, 2016. Public Comment There was no public comment Reports Liaison Report – Sandy Davis Ms. Davis reported that this was the final meeting for Commissioners Nyland and Peterson. There are three vacancies on the Commission. One application has been received, and the application deadline has been extended to August 31, 2016. Human Resources Director’s Report – Joy St. Germain Ms. St. Germain provided an update concerning the Closed-Captioning Project. David Nash-Mendez, Management Fellow is working on policy analysis for the Closed Captioning project. Mr. Nash-Mendez reported that he is conducting preliminary research and has contacted representatives in the City of Portland and the State of Maryland’s Department for the Deaf and Hearing Impaired to review their ordinance and data. After he’s completed his policy analysis, it will be proposed to one of the council members for support. Ms. Gallagher of the City Manager’s office provided a handout of the outline of the 2016 ADA Transition Plan Update schedule. She reported that the goal is to complete the plan by the end of the year. The current ADA plan will be emailed to the Commissioners for their review. TACID Report – Nola Renz There was no report Center for Independence (CFI) Report – Commissioner Holloway Commissioner Byram reported that the National Council on Independent Living (NCIL) appointed a youth member at large position to the board. NCIL supports the Disability Integration Act introduced by Senator Schumer. Commissioner Holloway provided everyone a flyer of the CFI picnic scheduled on August 19. Presentations Emergency Management – Tory Green and Todd Holloway Deputy Fire Chief Green gave an overview of the City’s Emergency Management program. The City has emergency management liaisons that meet regularly to plan and train so that the City is prepared for a disaster. The Commission has been actively involved with helping ensure outreach is occurring to persons with disabilities and that sheltering options are accessible. Effective Communication Committee Update – Luke Byram Commissioner Peterson will attend the NE Neighborhood Council meeting. Ethnic Fest Outreach Review Commissioner Byram reported that outreach at Ethnic Fest was a success. Everyone who completed a comment card has been contacted. 2016 Disability Advocates Awards Status All three award categories will be decided by the end of the week. The deadline has been extended. Commissioner Monteros volunteered to be the liaison for the Events and Recognition Committee for our merger into City of Destiny Awards in 2017. Business Closing Agenda Building * September – Nothing has been scheduled. Chair Miles will ask Commissioner Monteros to provide an update on accessible taxis. * October – Martha Lantz – Open Public Meetings Training 2025 Strategic Plan – Tanisha Jumper * November – Retreat – Transition Plan, Goals and Structure Good of the Order/Announcements Ms. St. Germain gave special recognition to Commissioners Nyland and Peterson, and presented them with a certificate of appreciation for their dedicated service.
