Tacoma Area Commission on Disabilities Committee Meeting Minutes May 12, 2016 Call to Order The meeting was called to order at 4:04 pm Commissioners Present Luke Byram, Joann Fritsche, Todd Holloway, Michael Maratas, Roxanne Miles, Devin Myers, Gerrit Nyland, Gary Peterson Commissioners Absent Sheryl Ellis, Krystal Monteros City Staff Present Sandy Davis, Donlisa Scott Adoption of Agenda The agenda was accepted as presented. Acceptance of Minutes A motion was made, seconded, and carried to accept the COD meeting minutes of April 14, 2016. Public Comment There was no public comment. Reports Liaison Report – Sandy Davis Ms. Davis reported that the City Attorney will conduct training for all the commissions, councils and boards. Human Resources advertised for the Worked Based Learning position and have received a small number of applicants. Discussion ensued about the need for the City to identify a position or resource to meet the mandate of completing and maintaining an ADA Transition Plan. TACID Report – Nola Renz There was no report. Center for Independence (CFI) Report – Commissioner Holloway Commissioner Holloway reported that there have been changes in the hierarchy with the Independent Living Administration (ILA) which benefits independent living. There has been a lot of movement in the health and human services area. Business Presentations and Updates Effective Communications Committee Update – Commissioner Byram Adoption of Disability Advocate Award Format The Effective Communication Committee reported that they will meet with the liaison and chair of the Events and Recognition Committee to discuss a potential merger of the Disability Advocate Awards and the City of Destiny Awards. For this year, the Effective Communications Committee is proposing that the business category be separated into non-profit and for-profit businesses. The intent is to attract and recognize for-profit businesses more than they have in the past. Discussion ensued. Commissioner Byram motioned to set aside the proposal for a future date, and to not make any changes to the award criteria for this year. The motion was moved, seconded and carried. Adoption of Proposal for Ethnic Fest Outreach Commissioner Byram reported that May 15 is the deadline to reserve vendor space at Ethnic Fest which is scheduled on July 30-31. The Effective Communication Committee proposed that the Commission have a larger area that is centrally staffed by us, and other agencies we invite to participate with us. Discussion ensued. Commissioner Byram motioned that the Commission reserve a booth at Ethnic Fest for both days, and we will staff and invite other organizations to participate. The motion was moved, seconded and after additional discussion was carried. Closed Captioning Recommendation Commissioner Byram and Myers recommended a city wide ordinance on closed captioning that would require public facilities to utilize closed captioning on their television to provide equal access to individuals that are deaf and hard of hearing. Commissioner Byram provided a handout of the proposal memo and ordinance number 187454 from the City of Portland. Discussion ensued. Chair Miles motioned that the recommendation be advanced based on a revised version to the memo. The motion was moved, seconded, and carried. Chair Miles will send a copy of the revised memo to the Commission for review before sending to the Human Resources Director. Mental Health Committee Update – Commissioner Fritsche Commissioner Fritsche provided a handout that listed the Mental Health Committee’s recommendations. They recommended that they meet quarterly rather than monthly. Discussion ensued. Closing Agenda Building June * Integrated Approaches to Mental Health presentation by MDC * Committee Report – Ethnic Fest update July – September City liaisons were asked to coordinate the three presentations based on the availability of the City staff that would do the presentations. * Committee Reports – Ethnic Fest Prep, Mental Health update * Public Works/Pierce Transit update * Emergency Management update * Tacoma 2025 Strategic Plan presentation October * Open Public Meetings Training Good of the Order/Announcements The Tacoma Fire Department will facilitate a personal preparedness panel.
