Approval of Minutes Approval of the minutes for May 7, 2015 MOTION: Commissioner Fritsche moved to approve the minutes of the meeting of May 7, 2015. SECONDED BY: Commissioner Ellis ACTION: The minutes were approved with the correction to the name of the Open Doors for Multicultural Families. Presentations Discussion of Potential Accessible Parking Rule Changes and Enforcement Ideas – Eric Huseby Eric Huseby, Parking Services Manager for City of Tacoma, provided a handout, and discussed parking citations, trends, ADA compliance, and challenges. Discussion ensued regarding enhanced parking enforcement, the misuse of accessible parking permits, and parking privileges for people with disabilities. Eric Huseby expressed an interest in obtaining feedback on ways that Parking Services could clampdown on abusers of accessible parking permits. MOTION: Commissioner Holloway moved that the COD support Parking Services efforts in clamping down on abusers of accessible parking permits. SECONDED BY: Commissioner Ellis ACTION: The motion carried. Public Comment There was no public comment. Reports Commission Liaison Report – Sandy Davis Sandy Davis displayed the new COD banner. It will be stored in the Human Resources Office. Human Resources Director Report – Joy St. Germain, HR Director Director St. Germain provided a handout from the Southern Poverty Law Center entitled “Speak up! Responding to Everyday Bigotry”. She shared that the document was a good reinforcement of the COD guidelines. Public Works Report – Gail Himes, ADA Coordinator Gail Himes provided a handout on the Pedestrian Improvement List Phase 1. This project will be completed in June. Phase 2 of the project will start later this year. Current projects include the Port of Tacoma Road, Sheridan Elementary School, Vassault Street, 17th Street and Jefferson. The City will provide another educational series on pedestrian access, and Gail Himes will share information with the COD for their involvement. Business Public Meeting Obligations Chair Nyland apologized for language used during the May 7th meeting. He encouraged everyone to make sure that they pay attention so that they can chime in when conversations may be hostile or perceived as hostile. 25th Anniversary Planning Update – Luke Byram, Roxanne Miles, and Gerrit Nyland Commissioner Byram provided a handout of the volunteer schedule for the COD Booth at Ethnic Fest. Vice-Chair Miles handed out two initial designs of a flyer for the booth. Vice-Chair Miles will have the selected flyer printed. Outdoors for All has confirmed their participation for both days, The Hearing, Speech and Deafness Center, Pierce County Association for the Blind, and the National Alliance for Mental Illness have also confirmed. Vice-Chair Miles will finalize the list of confirmed agencies on Monday. Chair Nyland is working on some items for the reception that will be held on July 21, 2015. Committee Decisions vs Commission Decisions – Gerrit Nyland Discussion ensued regarding what decisions should be made in committee meetings, and what decisions should be made in commission meetings. It was decided that decisions involving the budget, controversial/political issues, and official positions, creation of reports, formal letters, and official correspondence should be brought to the commission. Chair Nyland will write up the guidelines and obtain feedback on them next month. Chair Nyland shared that the City has guidelines for the collection of the number of hours that are logged for volunteer attendance at public meetings, committee meetings, and meetings with City staff. He requested that every committee chair provides a report at every commission meeting on what meeting their group held, and which commissioners attended.
